หน่วยงานที่เป็นนิติบุคคลในประเทศไทยสามารถเข้าร่วมโครงการได้ในฐานะประเทศ International Cooperation Partner Countries (ICPC) ซึ่งจะต้องหาหน่วยงานนิติบุคคลที่จะเป็นผู้ประสานงานซึ่งอยู่ในประเทศสมาชิกสหภาพยุโรป หรือประเทศที่เป็นสมาพันธ์ยุโรป อาทิ สมาพันธรัฐสวิส ราชอาณาจักรนอรเวย์ เพื่อส่งข้อเสนอโครงการตามเกณฑ์ที่กำหนดไว้ในกรอบแผนงาน ฉบับที่ 7 และเงื่อนไขของแต่ละหัวข้อ
